RPM specfile problems

Description
There was a bogus date in the RPM specfile. In addition, the specfile did not account for the recent split of samhainadmin.pl into samhainadmin-sig.pl and samhainadmin-gpg.pl (which happened because support for OpenBSD signify was added).
